If you read my original post, it was about DMV (an acronym) for Division of Motor Vehicles and their arcane Hazmat fingerprint requirement. DMV does not care if you are hauling plutonium for NASA. They just want you fingerprinted by private company (sounds like a conflict of interest) Integrated Biometric Technology once every five years for $78.00 for their Hazmat requirement. Which I still think is a rip-off.
I delivered a bus down to Quantico last year. After they checked in and under my bus I drove right through. I didn’t even have my Hazmat endorsement at the time. Just a plain old passenger endorsement. So much for waiting all day.

The Transportation Security Administration (TSA) has adopted new rules regarding background checks for all Commercial Driver License (CDL) holders with a Hazardous Material Endorsement (HME). The new rules state, in part, that criminal and biographical background checks will be completed by the TSA. As part of the background check process, all HME renewal applicants must complete a TSA application and must submit to fingerprinting.
FINGERPRINT REQUIREMENT
Not less than 45 days prior to expiration of your current CDL, you must be fingerprinted by TSA’s contract fingerprint vendor, Integrated Biometric Technology, LLC (IBT).
You can contact TSA’s vendor at 1-877-429-7746 or you can access their Web site at
www.hazprints.com.
Fingerprinting fees are to be paid directly to the vendor (IBT).
You must complete the enclosed TSA Application for Hazardous Materials Endorsement and bring the completed application with you when you get fingerprinted.
You can also access the application from the Motor Vehicle Commission (MVC) Web site at
www.njmvc.gov or by requesting it at any MVC Agency.
You must also go to any MVC Driver Testing Center to take the knowledge test for your HME. For a list of MVC Driver Testing Centers, visit our Web site:

If disqualified, you are responsible for surrendering your HME but can retain your CDL.
BACKGROUND CHECK – ASSESSMENT THREAT
All HME holders who are fingerprinted will be subject to an FBI criminal history records check. You will not be able to retain your HME if:
You have been convicted (in any jurisdiction, military or civilian) or found not guilty by reason of insanity of certain felonies over the past seven years. Disqualifying felonies are listed on the enclosed TSA Application.
You have been in prison within the last five years for any of these felonies.
You are wanted or are under indictment for any of these felonies.
You have ever been found mentally incompetent or been committed involuntarily to a mental institution.
OTHER IMPORTANT INFORMATION
You will not lose your CDL. ONLY DRIVERS WITH AN HME ARE AFFECTED BY THE NEW RULES. If you are disqualified from holding an HME, you may continue to transport non-hazardous material.
You can appeal. The new rules provide an appeal process for cases in which the database information is incorrect to ensure that no driver loses an HME due to inaccurate records.
You can seek a waiver. If you were found not guilty by reason of insanity of a disqualifying offense, were found mentally incompetent, or were committed involuntarily to a mental institution, you may apply for a waiver.
If you are deemed not qualified to hold an HME by the TSA or you fail your knowledge test, no refund will be given for background check fees paid to IBT.
In order for you to renew your CDL with HME you must complete the fingerprint process. After you have completed the fingerprint process you will receive notification from the Transportation Security Administration indicating either that you pose no security risk, or that you are considered a security threat. If you receive a No Security Risk assessment, please renew your current CDL as you have done in the past. Your renewal application will be mailed to you approximately 70 days before expiration. You must comply with New Jersey’s “6 Point ID” program during each step of the licensing process and provide proof of your Social Security Number to the MVC Agency. If you are deemed a security threat, you can still retain your CDL but must surrender your HME. If you have any questions regarding this rule please call the MVC CDL Unit at 609-292-7500 ext. 5077.
Please note that MVC cannot make determinations regarding qualification or disqualification for HME. By law, the TSA must make all HME licensing determinations.
